CNN —Republican Speaker Mike Johnson showed political courage that is rare in Washington and notable legislative skill for an inexperienced leader in forcing a long-delayed $60 billion aid bill for Ukraine through the House of Representatives on Saturday. And 112 Republicans — a majority of the conference — voted against the Ukraine bill. And any Republican speaker propped up by Democrats might hemorrhage support among GOP lawmakers and be forced to resign. “As we deliberate on this vote, you have to ask yourself this question: Am I Chamberlain or Churchill?” he said. The accidental speaker makes an unlikely Churchill, but on Saturday he proved to be a far more daring and substantial figure than many of his Republican and Democratic critics previously believed.

California’s most conservative congressional district just experienced its own version of the “Groundhog Day” time loop. After two elections, held two weeks apart, the same two candidates have advanced to two subsequent elections. Both Mr. Fong and Mr. Boudreaux had already won a chance to vie in the November general election for a full, two-year term, starting in January 2025. Mr. Boudreaux, the longtime sheriff of Tulare County, finished with about 26 percent of the vote. As the top two finishers — and with neither candidate taking 50 percent of the vote — they will compete again on May 21 to determine who completes Mr. McCarthy’s term.

CNN —US politics is now split by a fault line over Russia that could have far graver global implications even than condemning Ukraine to defeat after President Vladimir Putin’s invasion. Trump has also not repudiated his recent comment that he’d invite Russia to invade NATO nations that fell short of non-binding targets on defense spending. Aside from the mysterious hold that Putin appears to exert over Trump, the ex-president’s hostility towards Ukraine is easily explainable. Opposing aid to Ukraine is also an almost perfect issue for the ex-president and his allies in the GOP primary. These pressures weigh on Republican lawmakers as they cast increasingly tough votes on Ukraine aid.

House Speaker Mike Johnson is overseeing one of the smallest House majorities in history as Congress confronts upcoming battles over government funding and contentious fights over immigration and impeachment. The razor-thin majority presents an enormous challenge for the speaker, leaving him with almost no room for error as he navigates demands from competing wings of his party. House Majority Leader Steve Scalise’s office has said that he will work remotely until returning to Washington in February as he recovers from a stem cell transplant. House Republicans were nearly evenly divided in the vote, a sign of the deep rift within the conference. Up until a few weeks ago, no member of the House Freedom Caucus had ever gotten close to becoming House speaker. After Mr. Scalise withdrew, Mr. Jordan won 124 votes in the Republican House conference vote against Austin Scott, enough to earn his party’s nomination for speaker. In the public vote on the House floor, Mr. Jordan won 200 votes on the first ballot for speaker. That’s less than 40 percent of House Republicans. None of these votes offer a perfect measure of House Republicans.

CNN —House speaker candidate Tom Emmer, the GOP whip, has moved to lock in support across the ideological and geographic spectrum in the conference, giving him what many House Republicans believe is an advantage heading into a secret-ballot election to nominate their candidate Tuesday, according to Republican sources. House Republicans are searching for a new GOP speaker nominee after Rep. Jim Jordan on Friday became the latest exit from the race. McCarthy on Sunday urged his House colleagues to elect Emmer but stopped short of ruling out another speakership run himself. Rep. Jim Jordan received his party’s nomination for speaker on Friday, becoming the second nominee after Majority Leader Steve Scalise abruptly abandoned his bid for the role a day earlier. The Ohio Republican fell more than 60 votes short of the threshold needed to become speaker in a test vote on Friday. Jordan, the House Judiciary Committee chairman, was known for years as an outspoken critic of leadership positioned squarely among the party’s right flank. And Republicans scheduled a second members-only conference meeting for Thursday evening. But the opposition to Scalise as the next speaker only grew Thursday, with roughly 20 Republicans publicly opposing him. Scalise needs a majority of the House to be elected speaker, meaning he can only afford to lose four votes. The deadlock is leading to intensifying frustration as the House GOP looks no closer to coalescing around a speaker candidate.

As of now, neither House Majority Leader Steve Scalise nor Rep. Jim Jordan – the two declared GOP candidates in the race – have locked down 217 votes, the necessary number to be elected speaker by a majority vote of the full chamber. The uncertain vote math has raised questions over how and when the GOP majority will be able to elect a new speaker, particularly as infighting continues to roil House Republican ranks. “I’d put it at 2%,” he said when asked by a reporter what the chances are there will be a new House speaker by Wednesday.
